The documents required to be submitted by bidders (including joint bidders) are as follows:
1. One of the certification documents of the firm approved and registered by the competent authority, the technical consulting company or the registration certificate of the surveying and mapping industry.
2. The surveying technician and urban planning technician's practice license within the validity period, and the certificate of the current employee (labor insurance card or the latest income tax withholding certificate) (photocopy).
3. Membership card or proof of payment (photocopy) of the Association of Surveying Technicians and Urban Planning Technicians within the validity period (if the bidder is a foreign manufacturer, it is not required to attach it, but after winning the bid, it must be handled in accordance with the laws and regulations of our country).
4. Manufacturer's tax payment certificate:
(1) Those who are required to pay business tax in accordance with the law: the receipt page of the latest business tax payment form or the latest sales volume and tax declaration form approved by the competent taxation authority shall be attached. If it is too late to submit the latest tax payment certificate, the previous tax payment certificate can be substituted. For a newly established company that has not yet expired the payment period for the first installment of business tax, it may be replaced by the official letter of approval for establishment registration issued by the competent business tax collection agency and the application for a unified invoice purchase certificate.
(2) Those who are exempted from paying business tax according to the law: a photocopy of the declaration form for applying for business tax exemption to the tax collection agency should be attached.
(3) Those who are legally exempted from paying income tax for profit-seeking enterprises: a photocopy of the approval notice of tax exemption or other legally exempt documents should be attached.
For subparagraphs (2) and (3) of the preceding paragraph, if the manufacturer fails to submit the latest year's certificate, the previous year's tax payment certificate may be substituted.
6. Manufacturer’s credit certificate (photocopy): should be attached to the bill clearing agency or the financial institution accepting the inquiry issued within half a year before the closing date of the bid, the non-refusal account and the certificate of no refund record in the last three years, the financial statement certified by an accountant, or the credit certificate issued by the financial institution or credit agency.
(3) Other bidding documents required to be submitted by bidders (including joint bidders) are as follows:
1. Joint bidding agreement (if there is only one bidder, it is not required to attach): If the tender is handled through joint bidding, a joint bidding agreement should be filled out, and it should be notarized or certified to take effect.
■The bids of joint bidding manufacturers shall be signed by the representative designated in the joint bidding agreement.
■A member of a joint bidding firm shall not submit another bidding document for the same procurement or be a member of another joint bidding firm.
■The bid deposit or security deposit shall be paid jointly by the joint bidding manufacturers or by the representative manufacturer designated in the joint bidding agreement.
